Clifford Barnett has led Wilmington through hurricanes, COVID-19, and a community embracing rapid growth. With our current public health challenges, as a City Councilor and a faith-based leader, he recognizes that public safety and preparedness extend beyond police and fire; they require coordination across city services and community resources. Clifford will continue the work of a whole-community safety and preparedness strategy. Investing in prevention, strengthening city and community responses, and broadening partnerships to ensure that every resident feels secure in the event of a crisis

As a City Councilor, he has stood firm when others stepped back—championing affordable housing, protecting green spaces, and advancing projects that keep Wilmington livable and welcoming. His vision is one of responsible growth, where working families, longtime residents, and our most vulnerable neighbors can all find a place to call home. By pairing zoning reforms with thoughtful partnerships across the public, private, and nonprofit sectors, Clifford is committed to shaping a city where heritage and opportunity thrive side by side.

Clifford Barnett has built his life’s work on the principle that every voice matters. As both a City Councilor and a faith leader, he has ensured that the lived experiences of residents inform the decisions that shape Wilmington’s future. From expanding city board representation to creating new avenues for civic leadership, Clifford envisions a Wilmington where residents not only have a seat at the table but also have the tools and confidence to lead.
